Entwickelt wurde es vom Deutschen Institut f\u00fcr Urbanistik (Difu) in Kooperation mit dem Institut f\u00fcr Energie- und Umweltforschung (ifeu) und dem Klima-B\u00fcndnis im Auftrag des Bundesministeriums f\u00fcr Wirtschaft und Klimaschutz (BMWK).
